"Each country has its own peculiarities and will need to find its own response to the great challenges of the millennium: survival in a complex world, often more violent, unforeseeable and dangerous. Nonetheless, whatever the solution may be, it will have to be based on the strengthening of the main national patrimony, the people, by means of education, health, employment, together with the establishment of the scientific-technological structure compatible with national power. People and technology – will be the two pillars to build a modern State able to survive in this changing world."
